It's a 90 talon with a fresh Ecu, dsm link, rebuilt throttle body with all good associated sensors and I've tried two different transistors.

Is it a 90 ECU? You will need to switch pins 6 and 14 if it is a 91+. Mine bounces a little bit too but not that bad. Tach filter maybe?

The car is a 90 and has all 90 electronics. This is also its second coil pack too

I believe the tach filter is separate from the 90 coil packs, It's on its own pig tail, did you check that?

They are hard wired to the back of the coil if I remember correctly. I'd have to look up a pic

It looks like a small silver pill thing with 2 wires going to it, not far from the coil pack, bolted to the intake manifold iirc.

I have a similar problem, swapped out that filter a few times, got a whole new coil pack, etc. Also bounces with the blinker, sometimes drops to zero, but kinda works better when I have the lights on. I'm probably going to take apart the light/blinker stalk, and clean the hell out of the contacts. You never know.

I've also read that a bad alternator can cause this
