Got my fancy new drilled and slotted rotors, new bearings, and new pads. Problem is, I cannot get the proper clearence for the new pads and rotors. It seems as though the calip[ers simply won't retract far enough to clear the new setup. Am I missing something here? Do I need to screw the piston in somehow to gain clearence?

HELP!

You need to push the piston in. I would use a C-clamp or something similar, put an old brake pad over the piston, and push it in as far as you can.

I've pushed the piston in to the point where it resides behind the plane where the disc sits. It seems though that the outer part of the caliper won't move outward allowing clearence. Anotherwards, it feels like the caliper is frozen if that makes any sense.

I see. Well, maybe the caliper is actually frozen then?

I had to unseize my sliders pins with a sledge and a giant C-clamp when I first got the car. I have some issues with them seizing up again, so this spring I will invest in rebuilt calipers only because most places that sell semi-loaded sets have none of these listed - including KVR locally.
Make sure the caliper will slide very freely on the slider pins - like butter smooth. Anything less than smooth and you have corrosion and or gunk buildup. For anyone reading that hasn't had these brackets off before, you only have to remove one 12mm bolt per caliper, then the caliper pivots up and you should be able to slide if off the stationary pin. I first tried to remove the little metal cap, then realised that I hadn't removed it the correct way. I learned as I went through the system.

I just went through this today, and on the right caliper wouldn't go back on because the lower slider sleeve thingie was frozen.

Your mileage may vary.

Also add a fresh hardware kit to the brakes. This is good for the pad movement, it does sound like what tonus said, A froze caliper- good luck 8)
