i have an 89 colt 1.6T that i got for $800. does anyone know how fast i could get it to go for $2200??? does anyone have an 11 or 12 second car that they only spent that much money on?

forget 11 or 12 seconds on that budget. Clutch and tires will eat all of your money.

I think 12 seconds is doable with that budget. First thing would be an engine swap, include a strong clutch, and a set of drag radials. If you can do all of the work yourself, then the cost should be considerably under $2200.

Well I say good luck, but I think I'm on track for a 12 sec car with that budget and the stock 1.6L, heavily modded of course. But, that's also considering my cost on parts.
