i just swaped a jdm 4g61t into my mirage it had a stepped flywheel and my 1g dsm clutch kit worked on it just fine but the starter wont engage the flywheel and just spins freely any suggestions, oh yeah the solnoid is working and popping the starter gear forward

use the stock clutch / flywheel combo. sounds like your starter is not long enough to contact the flywheels "teeth".

Your 4G61T JDM notor came with an AWD flywheel on it since most likely it came out of a AWD Mirage JDM. This is why your starter is not engaging the flywheel. So that means you will need either an Eclipse Turbo FWD stepped flywheel OR a non-stepped non-turbo flywheel and a new clutch.

the backing plate i pulled of the jdm motor looked to be the same as the one i put on from usdm motor

There is no difference in starters from AWD to FWD. The spacing on the back side of the flywheel closest to the crank is what is causing the flywheel to be further away from the starter, which does not allow it to engage. So plain and simple the tranny has to come out, the new flywheel has to be installed, now just choose which do you want, FWD 2.0 Turbo flywheel which you can use the clutch you already have or you can buy a non-turbo flywheel and non-turbo clutch.
I have seen this a dozen times and this is where you are at.
