Confirm you have a ground plate bracket that goes from the top Phillips screw on the TB to the TB elbow bolt/stud/nut. This is the ground path for the idle stop switch. That and a good ground wire from the one ten mm bolt head on the bolt closest the TB that holds the throttle cable to the intake manifold. One of the two bolts, doesn't matter which. My car loves to sit just above idle when I clutch/pop to neutral and coast to a stop, a different routine than clutch in /neutral just as you stop and just before the engage starts to bog. Doesn't like the first few idle drops at stops, before warming up. Any extra load on the motor exacerbates the situation, like fan(s), lights, AC, Etc.
