I saw it on two guys garage a few weeks ago & it seems like a good product, but don't know how well to rely of thier endorsement.

The theory is right. Sacrificial anodes have been used for decades on ocean going ships. They simple bolt a small piece of highly reactive metal to the side of the ship. This too relies upon the properties of the electrochemical 'RedOx' reactions that take place. This is an artificial method of reproducing the same result except by using electricity instead of a reactive metal (not practical on something the size of a cargo ship).

Thankfully we have never heard of "snow" here in Perth and dont have salt on the roads. Which is part of the reason I have a 18yr old Hyundai with absolutely no rust. :)

Well, essentially yes you can. Although the effective application of the theory is reasonably involved so your probably better off buying a product OTS.

about 8 months ago HotRod magazine had an article on how to make your own anti corrosion system using a battery charger. Unfortunately I dont have the mag anymore. At work, we sell a system similar to the one you saw on two guys garage, to local car dealers. we've only had them for two years though so its hard to guage how well they really work. Apparently they use them on the alaska pipeline too.
