can the ebrakes be adjusted somewhere else other then inside the car? i adjusted mines inside the car but no luck, still the same.

That is the only designed way of adjusting the ebrake on the disc rear setup.

Is it a stock setup? Why wouldn't you be able to adjust it? Cables frozen or broke? Caliper frozen?

it grabs , just not much.. i tried adjusting it and if didnt do shit.

Have you checked as Jason pointed out, that the rear setup is not binding and causing a lack of full movement to grip the pads with?
