could be your PCV valve is bad or it could be the rings in the motor

i have eliminated the pcv valve and put the pipe in the oil catch tank.
i have made also a compression test and found all the cylinders about 13 bar pressure

well there is a pressurized something leading to your valve cover or somewhere on the motor. if you have 191psi (13bar) cylinder pressure.

2 gen cars have catch cans that drain back to the oil pan. How can it
fill up?

Or do you mean a second catch can?
